Mrs. Francine Kendle McDougall Rafferty, age 65, of Sharpsburg, passed away on January 24, 2026.
Franny was born in Charleston, South Carolina, one of eight children born to the late Peter John McDougall and May Gloria Dickerson McDougall. During her childhood, her father served in the United States Navy, and Franny grew up moving with her family wherever his service took them.

She enjoyed trips to the beach and cruises, where she found peace and happiness by the water. Franny will be remembered for her love and devotion to her family and friends. She lived for her grandchildren and great-grandchildren, and treasured every moment spent with them.
Along with her parents, she was preceded in death by her mother-in-law, Geneive Rafferty, her grandson, Steven Rafferty, Jr. and her dog, Hazel Grace.
She is survived by her husband and companion of over 50 years: Raymond Rafferty; children: Yvonne Bell (Chris), Kelly Rafferty (Ruddy), Steven Rafferty (Vanessa); grandchildren: Kayla, Alyssa (Eric), Emily, Dylan, Shyann, Ryan, Miranda, and Kevin; great-grandchildren: Lylah Grace, Amelia, Eric Jr.; sisters and brothers: Tonya (Ed), Sonya, Pete (Barb), Frank (Pam), Kenny (Cherri), Shirley and Anthony; sister-in-law: Rose Rafferty; and many nieces and nephews.
